Solo build of Istio version 1.28.10 patch release.

This release note describes what’s different between Solo builds of Istio versions 1.28.9 and 1.28.10.

General Changes

• Built against upstream Istio commit ff49c1889ebad8d444b8f82425a2fd326c039e54. Compare.

Solo Flavor Changes

• Fixed traffic routing for global services using a waypoint that have both in-network and cross-network backing services. Traffic will always go through the waypoint instead of bypassing it inconsistently.
