This version was built against upstream Istio release 1.24.3.

Added support for multi-cluster, see ambientmesh.io.
Added support for peer metadata lookup in ztunnel.
Added egress policies to ztunnel, see ambientmesh.io.
Backported fix for gateway-level filters so they do not apply connect_originate.
